Ethical principles in the relationship between authors and the editorial board

The editorial board pursues a policy aimed at observing the principles of publishing ethics and is guided by the provisions on the ethics of scientific publications (Committee on Publication Ethics, COPE). Compliance with the rules of ethics of scientific publications by all participants in this process helps to ensure the authors' rights to intellectual property, improve the quality of the publication in the eyes of the global scientific community and exclude the possibility of misuse of copyrighted materials in the interests of individuals.

Decision to publish an article

This decision should always be made on the basis of checking the reliability of the data presented and the importance of the work for researchers and readers. The Editor-in-Chief should not have any conflict of interest in relation to the articles he/she rejects or accepts. The Editor-in-Chief is responsible for deciding which of the articles submitted to the journal are accepted for publication and which are rejected. In doing so, he or she is guided by the journal's policy and legal requirements such as the prevention of libel, plagiarism and copyright infringement. In addition, the Editor-in-Chief may consult with members of the Editorial Board and reviewers when making a decision on publication.

Justice

The Editor-in-Chief should evaluate the manuscript solely on the basis of its scientific content, regardless of the race, gender, sexual orientation, religion, nationality, ethnic origin, citizenship, or political views of the authors of the manuscript.

Privacy

The editor-in-chief, editorial staff, and members of the editorial board should not disclose any information about submitted manuscripts to anyone other than the author(s), potential and assigned reviewers, advisors to the editorial board, and the publisher.

Disclosure of information and conflict of interest

Unpublished data obtained from the submitted manuscripts should not be used by the editor-in-chief, editorial staff, members of the editorial board for personal purposes or transferred to third parties (without the written permission of the author).

The Editor-in-Chief should not allow information to be published if there are sufficient grounds to believe that it is plagiarized. The article, if accepted for publication, is placed in the public domain, copyright is reserved by the authors.

Investigation of ethical complaints

The Editor-in-Chief, together with the publisher, should not leave unanswered claims concerning the manuscripts under consideration or published materials. In the event of a conflict situation, they should take all necessary measures to restore the violated rights, and if errors are found, they should facilitate the publication of corrections or refutations. Each reported case of unethical behavior in relation to publication should be investigated, even if it was discovered years after the publication of the article.

Порядок відкликання опублікованих статей

Відкликання наукової статті (ретракція) є офіційним механізмом виправлення опублікованої інформації, спрямованим на забезпечення достовірності, наукової доброчесності та етичних стандартів публікаційної діяльності.

Метою ретракції є інформування читачів і наукової спільноти про наявність у публікації істотних порушень, помилок або недостовірних даних, що впливають на її наукову цінність.

Відкликання  статті може бути здійснено у випадках виявлення одного або кількох із таких порушень:

• Фактів плагіату або некорректного запозичення текстового чи графічного матеріалу;
• дублювання (повторної публікації) тієї самої статті у різних виданнях;
• суттєвих наукових чи методологічних помилок, що спотворюють результати або висновки дослідження;
• фальсифікації або фабрикац ії даних, включно з маніпулюванням результатами досліджень
• некоректного визначення авторського складу (виключення осіб, які зробили суттєвий внесок у роботу, або включення осіб, які не відповідають критеріям авторства);
• приховування конфлікту інтересів або інших випадків порушення норм академічної етики;
• перепублікації матеріалу без офіційної згоди автора.

Процедура відкликання статей

Запити на відкликання можуть подавати автори, редактори або треті сторони. Редакція проводить розслідування із залученням авторів і  зовнішніх експертів.

У разі, якщо авторський коллектив вважає за необхідне відкликати статтю, до редакції подається письмове звернення із докладним обґрунтуванням причин ретракції.

Після розгляду звернення головний редактор журналу або його заступник приймає рішення щодо доцільності відкликання статті. У разі позитивного рішення редакція   технічно оформлює ретракцію.

Якщо рішення про ретракцію ініціюється редакцією на підставі внутрішньої експертизи або отриманої інформації від сторонніх осіб чи організацій, контактна особа (автор для листування) обов’язково повідомляється про причину відкликання та отримує офіційне повідомлення із зазначенням формулювання причини відкликання.

Після ухвалення рішення про відкликання публікації текст статті не вилучається з електронного ресурсу журналу, а залишається у складі відповідного випуску.

На електронну версію тексту накладається помітка «ВІДКЛИКАНА / RETRACTED» із зазначенням дати ретракції.

Аналогічна позначка вноситься до змісту відповідного випуску для забезпечення публічністі та прозорісті процесу.

Редакція зобов’язана передати інформацію про факт ретракції відповідно до чинних вимог наукової комунікації до  баз даних, каталогів і реєстрів, де індексується журнал,

Ретракція не звільняє авторів від відповідальності за недостовірність наданих даних і дотримання норм академічної доброчесності.

Редакція гарантує дотримання принципів об’єктивності, неупередженості та конфіденційності під час розгляду питань, пов’язанихі з відкликанням статей.

У деяких випадках автори наукової статті, що підлягає розгляду журналом, можуть подати запит на відкликання свого рукопису. Відповідний запит може бути зроблений лише до публікації статті. Для відкликання рукопису автори мають звернутися до редакції журналу з листом, який містить чітке та зрозуміле пояснення причин відкликання. Лист має бути стислим та підписаним всіма авторами статті. Відкликаний рукопис буде повністю вилучений з бази даних видавництва, протеа вторські права залишаються за авторами статті.

Масові маніпуляції та «paper mills»

Якщо буде встановлено, що стаття є частиною групи публікацій, скомпрометованих через фабрики наукових робіт («paper mills») або інші системні шахрайські практики, редакція може прийняти рішення про ретракцію статті як частини пакету. У заяві про ретракцію обов’язково зазначається, що статтяна лежить до групи робіт, на які вплинули аналогічні порушення.

Фальсифікація авторства та крадіжка ідентичності

Рукописи можуть бути відкликані у випадках підтвердження неправдивого авторства, використання чужих особистих даних (ім’я, ORCID тощо), а також прихованого чи примусового авторства.

Заява про занепокоєння (Expression of Concern)

У випадках, коли існують серйозні підозри щодо достовірності статті або порушення академічної доброчесності, але не має достатніх доказів для негайної ретракції, редакція може опублікувати заяву про занепокоєння. Така заява має власний DOI, пов’язується з оригінальною статтею та містить коротке пояснення причин публікації. Заява про занепокоєння залишається доступною до завершення редакційного розслідування.

Оперативність процедур

Рішення про публікацію виправлень, заяв про занепокоєння або ретракцій ухвалюється редакцією та реалізується у найкоротший термін після встановлення суттєвих порушень. У випадках, коли остаточне узгодження тексту з авторами неможливе, редакція залишає за собою право опублікувати заяву без зволікань з метою збереження наукової цілісності.

Доступність відкликаних статей

Відкликані статті залишаються у відкритому доступі в архівах журналу та в базах даних із чітким позначенням «Ретракція». Повне вилучення можливе лише у виняткових випадках, коли цього вимагають чинні законодавчі норми (зокрема, захист персональних даних, порушення авторських прав, виконання судових рішень або міркування безпеки).

Financial policy

(Information about payment for processing and publishing articles (or lack thereof)

After receiving the article from the author, the editorial board of the scientific journal conducts a double-blind review and checks for plagiarism. In the event of urgent review, within ten working days after sending the materials, the author will receive details for payment for the publication by e-mail. After payment, a scanned receipt must be sent.

Applicants for the third level of higher education (PhD) in the budgetary form of training in Ukraine are exempt from any payment (contributions) for the processing, review and/or publication of individual articles (written without co-authors) that have successfully passed the review.

Artificial Intelligence Policy

1. General provisions

1.1. Responsibility of the authors: The authors are fully responsible for the content of the work, originality, reliability of data, accuracy of references, and adherence to academic integrity.

1.2. AI status: AI tools (e.g. ChatGPT, Gemini, Claude, etc.) cannot be listed as authors, co-authors, or reviewers of an article, as they bear no legal or ethical responsibility.

1.3. Control principle: Any use of AI must be under human supervision and control.

2. Permissible areas of use of AI (AI-assisted)

The use of AI is permitted solely as an auxiliary tool that does not affect the essence of scientific results:

2.1. Text editing: Language editing, improving style, grammar, spelling, and technical formatting.

2.2. Translation: Translation of text from one language to another.

2.3. Structuring: Assistance in creating the structure of the article, which the author must independently refine.

2.4.Technical processing: Data visualization, code generation (for analysis), if the code is checked by the author for correctness and the absence of "hallucinations".

3. Inadmissible areas of use of AI (AI-generated)

3.1.Generation of scientific content: Creating entire sections of an article without significant authorial editing.

3.4. Data falsification: Використання ШІ для створення вигаданих результатів дослідження, графіків або таблиць.

3.5. Creating a bibliography: Generating references or a list of literature (AI often invents non-existent sources).

3.6. Hidden use: Using AI tools without transparently indicating this fact.

4. Disclosure requirements

Authors are required to declare the use of AI if the technology has influenced the writing or editing process:

4.1. Place of declaration: In a separate section "Declaration of AI Use" before the list of references or in the "Acknowledgements" section.

• Content of the application:

4.2.1. Tool name (e.g. Chat GPT) and its version.

4.2.2. A clear description of the purpose of use (for example, “to improve English style” or “to write Python code”).

4.2.3. Confirmation that the author has verified the generated result.

Example wording: "The authors used Chat GPT-4 to improve the style and grammar of this manuscript. After using the tool, the authors reviewed and edited the content and take full responsibility for the content of the publication.".

5. Sanctions for violations

If any hidden use of AI or use for data falsification is detected, the editorial board reserves the right to reject the manuscript at any stage of review.

The policy is based on updated AI transparency requirements.
